2026 State of the City Address
City of Johnson
Mayor Chris Keeney
As Mayor of the City of Johnson, I am required by law to report on the state of our city and its future needs. It is my honor to do so. I am pleased to report that 2025 was a successful year, and the City of Johnson remains strong, resilient, and well-positioned for continued growth.
Like many communities across Arkansas and the nation, we faced ongoing economic challenges this past year. Workforce recruitment and retention required renewed focus and investment, and inflationary pressures increased the cost of equipment, materials, supplies, and labor. These rising costs affected several planned capital projects, including the Wilkerson and Main Street improvements funded through the 2021 Sales and Use Tax Bonds.
In response, the city carefully reevaluated project scopes, identified efficiencies, and pursued competitive solutions to keep projects within budget while maintaining our quality standards. I am proud to report that the long-awaited Main Drive/Wilkerson project is now complete, an important milestone for our infrastructure and for our residents.
I would like to recognize the members of the City Council, our City Clerk-Treasurer, the Planning Commission, our dedicated city employees, uniformed officers, and volunteers. Your service, professionalism, and commitment to Johnson form the foundation of our success.
2025 Accomplishments
Despite the challenges, 2025 was a year of meaningful progress. Highlights include:
1. Completion of Phase 1 of the Main Drive/Wilkerson Project.
2. Initiation of a Comprehensive Active Transportation Plan, which will begin implementation in 2026 and guide improvements to sidewalks, trails, bike connectivity, and pedestrian safety.
3. Restoration of Little Sandy and Trout Springs Run, advancing our commitment to environmental stewardship and improved drainage.
4. Planning for the replacement of the low-water bridge at Ball Street, with construction anticipated to begin in 2026 to enhance safety and reliability.
5. Engineering and design planning for Phase 3 of Gene George Boulevard, with construction scheduled to begin in 2026.
6. Support for new and expanding local businesses, contributing to economic growth, job creation, and expanded services for our residents.
7. Strong fiscal management, ensuring the city continues to operate efficiently and responsibly while maintaining essential services.
These accomplishments reflect not only careful planning but also our ongoing commitment to improving the quality of life for our citizens.
Looking Ahead to 2026
The coming year will be transformative for Johnson. Growth presents challenges, but it also creates opportunity. Our city is uniquely positioned to manage growth responsibly while leveraging it to strengthen infrastructure, enhance services, and expand amenities.
In 2026, we will prioritize:
1. Implementation of the Active Transportation Plan, beginning phased improvements to pedestrian and bicycle connectivity.
2. Replacement of the Ball Street low-water bridge to improve safety, emergency access, and flood resilience.
3. Construction of Phase 3 of Gene George Boulevard, supporting traffic flow, development, and long-term planning.
4. Continued infrastructure investment, including road maintenance, drainage upgrades, and sidewalk expansion.
5. Strategic planning updates to ensure zoning, land use, and development standards align with responsible growth.
6. Completion of the Razorback Greenway Lighting project, increasing user safety, and 24 hour usability.
7. Planning the next phases of critical road and pedestrian infrastructure improvements.
8. Pursuit of state and federal grants to reduce the burden on local taxpayers while advancing priority projects.
9. Public safety support and capital planning to ensure our police, fire, and emergency response services remain equipped and staffed to meet increasing demand.
10. Parks and quality-of-life enhancements, including evaluation of future recreational amenities and green space improvements.
As long-planned infrastructure projects move forward, we must remain focused on balancing growth with preservation—protecting the character, natural beauty, and sense of community that make Johnson special.
Our city will continue seeking opportunities that strengthen our financial position, enhance infrastructure, and improve services, while safeguarding the values and assets our residents cherish most.
The progress of the past year demonstrates what can be accomplished through collaboration, sound planning, and steady leadership. I look forward to working with the City Council and our residents in the year ahead as we continue building a stronger future for Johnson.
Thank you for the opportunity to serve and to present this report on the state of our city.
